Upload a new file
POST/api/2/files/file
Upload a file from the raw request body, storing it in GCS.
A multipart/form-data body is stored verbatim like any other (the
legacy handler never parsed it either); only the generated name differs,
matching the legacy Multi-part form data <timestamp> so the UI's
multipart uploads (FileMultipart.vue) are recognisable in the list.
