Get call stats summary

GET 
/api/2/calls/:call_id/stats/summary

Aggregate counts and latency quantiles for one call over a window.

Pass/warning/failure counts plus PASS-only p50/p95/p99 latency in milliseconds, in a single request. The window is used verbatim (no rounding to period boundaries or clamping to the call's lifetime); a reversed or empty window is a 400.
