Get account setting catalog
GET/api/2/account-settings/:catalog_name
List every variable in the named catalog for the active project.
Each variable carries a value field showing either the project's
override or the platform default. An unknown catalog name yields an
empty results list rather than 404 (matches the legacy contract).
